A highly respected, expert lead in project policy, feasibility, recovery, risk and management, David is a supreme process planner and navigator with unrivalled expertise and success delivering multi-industry projects for all client needs. David has 30 years of experience leading the planning and strategic delivery of high profile, complex operations across Australia, and the world.

For 25 years, David planned, led, and directed a series of major operations abroad, often with significant degrees of risk, logistical complexities, and large operational teams. From recovery leadership in the face of Tsunamis, to the role of Director Operations for the Strategic Operations Centre in Baghdad, David has likely seen it all when it comes to complex project design, delivery, management, and implementation.

Previously appointed as a key driver within the Queensland Reconstruction Authority, David was employed as the Emergency Response and recovery Planner and Manager.  He was tasked to plan and lead the disaster response Command Headquarters, responsible for the development and implementation of the Queensland’s Emergency Response Plan.

Working closely with the Premier and CEO, David acted on their behalf to address major issues and dealing significant events such as Cyclone Marcia, where David was appointed ground recovery lead.

David’s leadership skills are evidenced by a string of national and international awards for exceptional project delivery, underpinned by his experience as a high-ranking Officer within the Australian Defence Force. This unique combination of strategic project leadership within the Australian Defence Force and key government agencies, coupled with his extensive multi-industry, private project delivery experience means David can provide comprehensive, deep experience to a large scope of any client need.

At every level, David has lived and breathed broad and complex project delivery, and this means he is able to tackle any project challenge with ease, insight, and a strategic approach regardless of size or scope. This unique approach to high quality project management that has earned him the reputation as the ‘go-to’ for significant and challenging project scopes.

Winner of a Bronze Star for his leadership of major military operations in Iraq, David in one of a very few non-US military personnel to have been awarded this prestigious accolade. He is also a lecturer at QUT for specialist topics of risk analysis, planning and project management. David has also developed and delivered training packages for Defence, State and local Government and leading universities in risk and project management.

Case Study

$6.2Billion Capital Aquital and Organisational Restructure |
The Queensland Reconstruction Authority (QRA).

 This project has been described as one of Australia’s biggest Government Acquittal projects and was a project that we immersed ourselves in to achieve optimum outcomes for government and community alike. Working directly with the CEO, CFO and GM of the  Queensland Reconstruction Authority, I lead our team thorough a comprehensive  review the QRA’s structure and developed a robust plan to acquit over $6.2bn of projects over an intense  9-month period. Together, our team worked in close collaboration with the QRA to execute a strategic plan for the restructure of the organisation, closing out over 7,000 projects across the State via the process. We then led the wrap-up process, completing all necessary documentation to acquit the projects with both the Queensland State Government and Federal Treasuries” – David McGuire.
